But inside was a tax assessment by which the tax office ordered you to pay additional tax. Once this decision becomes final, it turns into an enforcement order – and any further defense becomes significantly harder. This article aims to provide an early warning: what a tax assessment means, when it becomes final, and how to deal with it before it leads to enforcement.
What Is a Tax Assessment?
A tax assessment (in Czech: „platební výměr“) is a decision by the tax administrator that sets, assesses, or adjusts your tax liability. It may concern the tax itself, interest, penalties, or late fees. It’s an individual administrative act – a binding decision addressed to a specific person.
Once delivered, it triggers a 15-day period during which you can appeal. If you don’t act in time, the decision becomes final and binding – and cannot be reversed.
When Does It Become an Enforcement Order?
Once the assessment:
becomes final (no longer appealable), and
is enforceable (can be executed),
it qualifies as an enforcement order under the Czech Tax Code. At this point, the tax authority may initiate collection proceedings, or even refer the case to a judicial executor (exekutor).
The Most Common Mistake?
“I never received it.” Unfortunately, that’s not a valid excuse. Under Czech law, delivery is considered effective once the letter is either delivered in person or deemed delivered by legal fiction – for example, after 10 days if uncollected from the post office. If you have a data box, the tax office will use it – and delivery is effective the day after it is sent.

I’ve seen many cases where clients could have easily resolved the situation by filing a timely appeal. But because they missed the deadline or didn’t understand the content, they lost that chance. Once a tax assessment becomes an enforcement order, the situation is already serious.
