“I was scammed – but they told me it’s not a crime”

“He pretended to be a lawyer, offered to help with an inheritance, and I believed him. He took a deposit, but I never heard from him again. The police said it’s a civil matter. But I lost CZK 120,000!”

Many people who fall victim to fraud hear the same response: “it’s a civil dispute.” But that’s not always true. In many cases, the conduct meets the legal definition of a criminal offense – and it’s important to know how to write a good criminal complaint.

⚖️ What exactly is a criminal complaint?

A criminal complaint is a notice to the police or prosecutor that a criminal offense may have occurred. You can file it in writing, in person, or by email with a recognized electronic signature.

It should contain at least:

  • A clear description of what happened

  • Who, how, and when

  • Why you believe it’s a crime

  • Any evidence (documents, screenshots, recordings)

💡 Tip: You don’t need to prove everything

The police are obligated to act if there is a reasonable suspicion of a crime. You don’t have to prove guilt – just provide enough facts to trigger investigation.
