When Care Becomes Overwhelming – Not Just Emotionally

This story is all too common. The care allowance is a crucial benefit designed to help those who care for their loved ones. Yet many eligible people never receive it due to confusing rules and bureaucratic hurdles.

🧭 STEP-BY-STEP GUIDE

1) Get and fill out the application form

The “Application for Care Allowance” form can be found:

  • online at MPSV

  • in person at your local Labour Office (Úřad práce)

➡️ I recommend filling it out electronically and printing it – it’s more legible.
➡️ If the applicant cannot sign, a legal representative or authorized person can act on their behalf.

2) Attach the necessary documents

  • Copy of the applicant’s ID card

  • If someone else is applying: a power of attorney or guardianship decision

  • A letter from the attending physician (not mandatory, but highly recommended)

  • Additional medical records (e.g. discharge summaries, medical reports, etc.)

3) Submit the application

  • In person or by mail to your local Labour Office

  • Electronically via data mailbox (datová schránka)

4) Home social assessment

A social worker from the Labour Office will conduct a home visit to assess:

  • How the applicant manages basic daily tasks (hygiene, meals, movement…)

  • Who cares for them and the home environment

📌 Tip: Be ready to answer direct questions and show what the applicant can/cannot do.

5) Medical review

The social report + medical records are sent to the Czech Social Security Administration (OSSZ), where a doctor assesses the applicant’s level of dependency (from I to IV).

6) Decision and payment

Based on the medical review, the Labour Office issues a decision.
➡️ If the allowance is granted, payment is made retroactively from the date of application.

  • ❌ Social assessments can be misleading (e.g. applicants “put on a brave face”)

  • ❌ Mistakes on the form can lead to rejection
