Care Allowance and Change in Health Condition – When to Submit a New Application?

Print

Mrs. Jarmila had been caring for her husband for many years. He had been granted a Level II care allowance. However, his health had significantly worsened in recent months—he could no longer walk, needed assistance at night, and the care became much more demanding. Despite this, the authorities made no changes, and the allowance remained the same. She didn’t know what to do. Can she file a new application? Should she wait for a review? When is the situation reassessed?

📌 If you’re facing a similar situation, keep reading. A change in health condition can be a valid reason to increase your care allowance—but you must know when and how to act.

When do you need to file a new care allowance application due to deteriorating health? Do you need to reapply? What if the condition improves? Can the authority reduce the allowance? How often is the dependency level reassessed? These are the common questions people search for—and this article gives you clear answers.

Legal Explanation

📍 Change in Health and Reassessment of Dependency Level

The care allowance is granted based on the degree of dependency on assistance from another person. If the health condition worsens (or improves), the level of dependency—and thus the amount of the allowance—may change.

There are two key scenarios:

  1. Worsening condition and request for higher allowance
If the person’s condition deteriorates, they can submit a new application, which will be treated as a request for reassessment and potential increase of the dependency level.

  2. Improvement and review initiated by authorities
The Labour Office may initiate a review if it believes the condition has improved. This may lead to lowering the dependency level or even canceling the allowance.

🛠 When Exactly to Apply Again?

File a new application if:

  • the health condition has significantly worsened (e.g., immobility, need for help with eating, orientation, etc.),

  • the current dependency level no longer reflects the real situation,

  • at least six months have passed since the last medical assessment (in rare cases, a reassessment may occur sooner with a valid reason).

💡 Note: The condition should be stable—temporary deterioration (e.g., post-surgery) is usually not sufficient.

📝 How to Submit the Application?

  1. Fill out the standard “Application for Care Allowance” form.

  2. Indicate that it is a change in the dependency level.

  3. Attach recent medical documentation, ideally from specialists.

  4. Send the application to the relevant Labour Office.

💬 Real-life Example

A man with Level II dependency suffered a stroke and permanently required assistance with basic tasks. His family submitted a request to increase the allowance, and based on the new assessment, he was granted Level III. The increase amounted to CZK 4,000 per month—CZK 48,000 per year.

⚠️ Risks and Common Mistakes

  • Submitting too early after the condition worsens may result in denial (the condition might still be deemed temporary).

  • Insufficient medical documentation—without clear evidence, the office won’t increase the level.

  • Waiting too long—many people lose thousands of crowns because they are unaware they can request a reassessment.
